Framework Woe

I have been struggling with picking a framework for the new rpgonline app I'm writing. My only criteria: 1. PHP 5 2. Maintained 3. Very little start up time. 4. Fun to use. I thought I had decided on the Zend Framework. But, in my opinion criteria three is woefully lacking. Using Zend Framework to build an app is like trying to assemble a plane in your garage using mail order parts with out a master blueprint. Even if you've built one before with a road map, you wonder how much time you'll spend just writing the blueprint instead of building your dream plane. When will some one release a decent pre-canned build? I started one but lost interest. Is this part of Zend's master plan to obfuscate their Framework in order to sell training and certification?
