I realized after my first post that getting Synapitc working may not be so easy to a Linux Noob. Here's what I did.
First to do any of this the user you are logged in as must be in the admins group.
Open console type sudo apt-get update.
When that has completed, type sudo apt-get install synaptic.
Now that synaptic is installed you can launch it with kdesu synaptic.
Launching synaptic from the KMenu(Start) -> Utilities -> Options ->package manager. Will give you a on screen password prompt. No password I knew would work with it.
So here's the fix.
Right click on the KMenu(Start). Select KMenu Editor. When the editor is open find Synaptic in the tree. Right click it and select properties. In the command box enter kdesu synaptic. Save your changes to the menu. Now go ahead and click on save.
Now you should be able to launch synaptic through the KMenu.
